New Zealand Government Captioning Inquiry

We strongly encourage you to make a submission to the New Zealand Government Administration Select Committee Inquiry into Captioning in New Zealand.

The New Zealand Government Administration Committee has initiated an inquiry into Captioning in New Zealand. Public submissions are now being invited on the captioning inquiry. Submissions may be made in English, Māori or New Zealand Sign Language.

If you need captioning for access to broadcast media we strongly urge you to submit to this Inquiry or email your comments back to us and if possible we will include them into the Captioning Inquiry Submission we are developing. This really is your chance to be heard…

The closing date for submissions is Thursday, 28 July 2016.

Reference Terms for the Captioning Inquiry are:

  • 1.

    International comparisons of captioning access

  • 2.

    Issues around royalties and intellectual property

  • 3.

    Legislation and regulation in terms of export of films (import to New Zealand)

  • 4.

    Public education/attitude towards captioning

  • 5.

    Responsibility for the provision of captioning (e.g. comparison with the Relay Service, an obligation under the Telecommunications provisions for Telecommunication companies to provide)

  • 6.

    Requirements under existing legislation and regulation in relation to advertising

  • 7.

    Potential for Captioning Watchdog (as in the United Kingdom)

  • 8.

    Other related matters which may arise

What do you need to know?

  • 1.

    Submissions are publicly released and published to the Parliament website. Only your name or organisation's name is required on a submission.

  • 2.

    Please keep your contact details separate, as if they are included on the submission they will become publicly available when the submission is released.

  • 3.

    If you wish to include information of a private or personal nature in your submission you should discuss this with the clerk of the committee before submitting.

  • 4.

    If you wish to speak to your submission, please state this clearly.
